It sounds like steam also needed the default communication device on it, which was desactivated. In my case, I just activated 'default device' for my headset. After installation of voicemeeter/VB cable, it resets everything. By default, I think your headset/speaker has both parameters activated. But my headset must be set as default device (so for any audio output) BUT ALSO as default communication device which solved the problem.

So, in my case, voicemeeter output must be set as default device AND default communication device in windows sound options which was the case already. So you must define a new default audio device, a new default microphone and a new default communication device (I don't think I'm clear here). After Voicemeeter and VB cable install, your audio settings are reset. It was kinda strange but here it is : I understand it like the default communication device (device on which you HEAR communications) must be reachable by steam.
